keyfob problem

I have put a new bat in my key fob for a mke seat ibiza but there is no signal sent what is the prob

How do u reprogram the key fob

turn ignition on then off again take key out
press and hold lock button and press the unlock button 3 times while holding lock button
relase the lock button
key led should flash 3 times
then central locking should lock or lock and unlock to indicate its been programmed.
