Multiple speed signs and an unknown icon on TSR display.

Does anybody know why or when does TSR show multiple speed signs ?
Also what is the rectangle icon below the signs ?

I remember reading that part but it doesn't feel really explanatory to me.
It isn't clear what those certain circumstances are, and also there's no illustration to show & explain the symbols that we might possibly see.
For example the rectangle below with a circle in it on the photo I posted does not remind me anything and there's no explanation about it.

The circle in the rectangle is meant to resemble a clock face, so my interpretation would be that the restriction indicated by any traffic sign / speed limit sign appearing above that clock face symbol only applies at certain times - as per the text circled in green below;
