Even with the same engine, there's quite a variation between different types of car.
Up until last week I was driving a TDI PD 130 Passat, and that was very quiet and refined inside.
I've now switched back to a TDI PD 130 Ibiza, and the contrast is huge - it sounds like a tractor inside, compared to the Passat.
When you say your Leon is noisy, have you sat inside other Leons with the 110 (non-PD) engine so see what they are like ?
It could just be the nature of the car.
Using an additive such as Millers Diesel Power Plus or Millers Diesel Power Sport 4 (think that's the name) can make engines run quieter and improve MPG as well, sometimes to the extent that they almost pay for themselves. Some people find the same with the premium fuels such as BP Ultimate, but not cheap...

Checked your engine oil level recently?
Low amount of engine oil can mean a noisy engine.
Or even a oil thats too thin will make it noisy.

thats the way they are i suppose. will try some fuel an oil treatments to see if they make a diffrence
if it makes you feel any better, mine is lousy when it's cold, when under load and cold it can sound evil, i've come to the conclusion that 1.9/2.0 VW diesel engines are not the most refined and SEAT don't go overboard with the sound insulation. The 2 things combined make for a less than perfect noise, once warmed through though mines pretty decent.
I heard a brand new Passat 2.0tdi driven past me (just set off from a supermarket, so possibly coldish engine) and it sounded terrible, i think it's just the nature of the engines.
If you think the VAG TDI's are noisy I had a brand new Mercedes B180 CDI curtousy car this week for a couple of days and although the sound insulation in the car was as you would expect in this class of car quite good it was quite noticable the engine was really noisy especially at idle. The engine was also gutless and the phrase "couldn't pull the skin off a rice pudding" springs to mind which I wasn't expecting from such a prestige mark, this kind of reafirms my opinion that VAG Diesels are one of the best in the industry.
ha ha seats are quite, try driving a ford diesel, they specialise in tractors you know. i havent done it to the seat yet but when i serviced the focus i always used to put slick 50 in with the engine oil and it made it nice a quite. its important to make sure you got the right amount of oil that keeps rattling down too.
Splash out on a tankful of BP ultimate diesel and chuck in a couple of slugs of Millers DPS 4 and when warm your engine should be a lot smoother and quieter, works for my 56k miles 110 Tolly anyway.
My 110 does sound like a tractor at idle with diesel clack but under load i.e. 65mph/5th gear it is very quiet and not refined but yoi can't really hear it at those speeds. Makes cruising and motorway crunching a joy.
However, lizs vRS has the diesel clack at idle (especially cold) but under load it sounds fantastic! Sounds petrolesque above 3500rpm!
