It's a standard feature on all the standard-fit ICE units I've had in hire cars over the past few years (and that's a lot of cars). Usually you can change the rate at which it gets louder, or turn it off altogether. It should be one of the programming options, but I've never changed it on my Toledo. Yes, it is supposed to counter the increase in road and engine noise with increase in speed, a useful feature, I think.

have you tried removing the front panel security piece and reclining it back in ?

thats for the cassette one as i think the single cd didn't have it
