Noisy Exhaust

Anybody Got Any Advise On How To Mess Up A Neighbours Customised Exhaust System. Very Noisy At 2am At Refuses To Keep The Revs Down. Is There Anything That I Can Stick In The Pipe?

get one of those cans of squirty builders foam. get as much as you can as far up there as you can. that should quieten him down a bit. pretty terminal though!
