on what basis are mods selected and themselves checked to try to ensure consistent moderation.

Hi

Some are approached, some are volunteers (then we talk about them behind closed doors before selection)

We have some loose 'rules' but try to get even moderation - there's normally discussion about most problems in a closed section

Most sponsors can moderate their own section

If a post is moderated (in any way) you should get a PM

But if you've got some issues (which I'm guessing is the reason for the post) - drop us a mail / PM
