Paint damage!?

Hey peeps. The pic above is from a silver 1.4 mk2 that still on autotrader. The cars about 15miles away from me. I went round to have a look at it the other nite. the car itself is pretty good! But when i asked the guy "so mate... what happened to the paint?" i got a blunt... "Don't know! came out 1 morning & found it like this!" My mates looking 4 an ibiza & bar this paint prob the car is sweet! so:

1: any ideas what could cause sumthing like this?
&
2: what kinda of repair r we talking? t-cut... loads of wax? respray? thanks!

paint stripper by the looks of it, its taken off a few layers. Respray needed

where u from gm8? the cars in kilmarnock. im in kilwinning.

im in bishopton m8 , saw it on autotrader too . if its there at the end of the month i may have a look
