Rcd 510 safe pin

Is there a guide to wiring the safe pin in the quad lock to get it to power up?

Had a look at my quadlock and it appears that pin 16 already has a wire to it??
(Yellow and red bottom right see pic below) My car does have a parrot kit fitted so the original quadlock plugs into this adapter then straight to the stereo does this mean I wouldn't need to tap into a 12v lead?
