Top mount bush fitting

I'm just fitting my new top mount bushes and bearings . Now when I put it back together and do up the threaded bush should the strut insert be able to turn. The bottom half of the coil over turns and the spring but the insert stays still is this correct.

Yeah I think I know what you you mean, the rubber top mount should stay still the the bottom half of the shock/strut will turn on the bearing, as when the top mount is in place it won't move in the tower and then everything else moves on the bearing,

Yeah I think that's how it is. Now it's all back together when I turn the steering the strut top under the bonnet doesn't turn just stays still.
