Weird whistle sound (Not siren sound) & turn signals

Hi all,

Getting a weird noise from the front of the engine bay, its a loud whistle when the car is being revd up, once on idle faints away,

Sound like its coming from the hydraulic pump pulley but i really cant tell, might be distributor as well??


Second the turn signals wont flash, put it on and it stays on, really weird issue. Replaced all the bulbs still happening,
