sounds to me that the top coat is reacting with primer and letting damp get through they are not putting enough top coat on and not prepping it properly mate nor leaving it in the oven long enough to seal it all.
 
they told me last time that the top coat had reacted and that was the reason but now i can see it again not as bad but it is there again
 
dont wanna p**s ya off but once its started reacting it will just get worse over time. to sort it out they will have to take all paint off and start it all again.
 
that sucks mate. i would get back there and make them do it again. im a sprayer and to me it seems they maybe cutting corners like not enough oven time and not enough layers.
