BCM repair for continuous wiper issue

Hi, I have a 2009 Seat Ibiza 6J5 1.4 petrol. Its wipers stay on continuous, I took it to a garage who have diagnosed it as the BCM which is apparently sending out a continuous 12V. (I have had this problem before a few years ago, changing the stalk seemed to have solved it but maybe this was coincidental).

The garage want to charge me £1100 for a new BCM + coding. I have seen BCMs online for much less, but please could anyone advise on the best way I could go about identifying, installing and coding a new BCM? How difficult is it, what specialist gear do I need? Alternatively, do people who own VCDS offer this sort of recoding service, and what price would this incur?

I would have hoped that it was the stalk again this time, and it is sending the constant demand to the BCM, but unfortunately you have been advised otherwise, I just hope that it is good or sound advise diagnosis, but what else can you do if you don't have VCDS or similar. I've only every had this happen with a 2000 VW Passat 4Motion, I pulled into the side of the road, switched the engine off, then started again and that problem never returned, so I can't help other than suggest that you locate the cabling to the stalks and remove that, if that stops the wiper action, then I'd think that the problem lies within the stalk assembly, on the hand, if it does not stop the wiper action, then maybe that garage is correct.

The identifying the part number and the present coding would be very easy with VCDS as would recoding a replacement used one where necessary.

My concern with a replacement BCM is component protection. I am also probably going to try and get a 2nd opinion regarding the diagnosis, and try and find someone with VCDS locally, although it seems most people who have volunteered their services haven't been active on the forum in years.

On a 2009 6J I don't think CP exists and even if it did, that can easily get sorted out by a proper VW Group Indie, with the exception for bits that have been reported as being stolen - and I would not think that many people have "nicked" Ibiza and broken it down to this level, for sale.
I've taken a chance in the past and bought a used "radio" unit for a 2011 Audi S4, that did need CP removing, I knew that before I bought it on ebay and a local VW Group Indie sorted that out for me by connecting to Audi mothership legally.

Edit:- one annoying thing that I'll add is, some 2008/2009 Ibiza 1.4 cars had slightly duff management software in their BCM, one known issue was they ended up draining their battery if unused for 5 days and longer, unfortunately I had this issue while looking after my daughter's owned from new Ibiza 1.4 SC built in 08/10/09, it took a lot of pushing and initial investigation by me to get to the point where a SEAT dealership agreed to raise a technical request to SEAT mothership - and the required S/W fix which was issued 6 or 7 years earlier, was found and applied to that car - and solved that battery draining issue. I'm just passing comment on that so that if you end up buying an affected used BCM then rest assured that there is a fix for that issue. In other words just in case you end up buying a used BCM, get back control of the wipers - but end up with a draining/drained battery when ever the car is left unused for 5 days or more.
