With the car having only done 23k I'd suggest its not that big an issue to go over the 5 year limit...but its obviously better to be safe than sorry. They're supposed to inspect the belts before changing them anyway, so you could just get it inspected and see how "bad" it is. Considering they used to get them changed at 100+k its more than likely to be ok.
But still...the obvious statement still stands... better safe than sorry.
You could take it to a specialist and save yourself a tidy wodge instead of using the dealers...but then you no doubt knew that too.
