Can't fit new fuel filter

I've just tried to fit a new fuel filter to my Ibiza Mk3 TDI, but the new filter has a piece of plastic covering the filter. On the old filter you can touch the paper part. Could anyone tell me whether I should pierce the plastic or do I just have the wrong filter? They look exactly the same other than this.

Are you talking about the clamp that holds the filter on

Not sure what it is called?!

Apologies for not being very technical however I will try and explain what I mean - There are two pipes connected to a bit which goes down into the fuel filter. The plastic covering the paper filter is stopping this from pushing far enough down for us to be able to clip these pipes back on.
