Mine are at the moment.

One way to dry them is to remove the rear cap and leave the lights on for a while, the heat drys the moisture. Obviously i wouldn't drive around with the cap off as you wouldn't want more water in there.
 
Its not a problem, its a design feature and perfectly normal.

Rather than trying to seal the lamps they allow ventilation in there via little drain holes, otherwise any moisture that got in wouldn't be able to escape. The heat from the lights should evaporate any condensation within a few minutes.
 
does it on the mk4 ibizas as well just leave the main beam on for 10 minsand should clear up
