emmisions problem

Please someone help
I have just bought a 1.6 cordoba which failed the test on the emmissions. It does smoke a bit (not huge clouds but noticeable) and smells like burning oil I think. I have done a compression test with engine both hot and cold and all 4 cylinders are showing 195psi in both cases. My understanding is that this means my rings valves and head gasket are ok, if this is right then why the smoke and smell? When I take off the crankcase breather pipe from the air filter it puts out a very small amount of smoke. The car also has a splutter when you first press the accelerator and I thought this would be as a result of the burning oil, but I have since found the rotor arm was badly pitted which I cleaned and that cured it for all of 20 mins. but as yet I haven't tried to sort the electrical side of things yet but it could probably do with plugs, leads, cap and rotor. Could any of this cause the smoke?
Please help i'm really baffled with this. Is there anyone who has had similar experience and found a cure?

mileage is 63k would this burn all the time or just at start up? It does give a big puff at start up and then settles down a bit. Is this a common problem with them and can it be done in situ or is it easier to remove head?

sounds like it cold be valve seals. just leaking abit then just burning off at start up. are you using synthetic oil as i found it seemed my golf burnt oil when i tryed it. i think its slightly thinnner. i think you have to take the head off to change the seals. as i dont no if the valve would drop down

I did put synthetic in it but it was already smoking before that. I'm gonna take the head off I think your probably right about it being the seals. I'll let you know how I get on
