Tensioner belt?
There are typically 2 belts on any given seat (apart from the 16v engines in the ibiza and leon)

-the auxhilary drive belt, this normally drives all auxhilary components like the PAS, A/C and Alternator
-the toothed drive belt, also known as the timing belt and drives the camshafts and the crankshaft and keeps them in syncronisation to produce a correctly running engine.

If the auxhilary drive belt was loose it may cause the charge light (little red battery light) to come on but not realisicly the engine light.
If the toothed belt was loose then yes this could very well bring on the engine managment light. On a 16v engine it has two belts - one to link the cams to crank and one to link the 2 cams. if the tensioner for the belt that links the cams is not set properly and the belt becomes slack it will knock the timing out of tolerence and bring on the engine light, it will log a sensor fault, not a timing fault.

So in short - its not very likely that a loose auxhilary drive belt will bring on the engine light but a loose timing belt may do.
