Alot of people take their car to whatever garage they use and trust that the service they pay for is the service that the manufacturer recommends. They don't have the knowledge or ability to double check what has really been done.

I think some garages cut parts from the service to make more money, how will the customer ever know?

You can insist on seeing the old parts but most probably will not bother..

It's clear from the Halfords prices that labour charges are high - you're paying for that and their overheads.

Even then how do you know the old parts came off your car?

I used to work with a guy who would put some form of identifying mark any parts on his car that were to be replaced before it went into the garage. He’d always ask to see the old parts that had been replaced so he could check for the identifying marks.
 
Staff not fitting service parts in a garage doesn't happen very frequently at all, and when it does (from what I've experienced) it gets dealt with very quickly and severely.
