[HELP] 1.8T does not rev over 4000rpm and no boost

I have this problem and no one can point me on the right direction...

The engine does not rev over 4000rpm when it is on load or stationary...

No fault codes on VAG-COM, checked all vacuum and boost pipes, done TB adjustment, had he ECU checked and it is still the same...

Can someone help me with this?

have you tried disconnecting the battery for a while?? to reset everything?
