How do I send a PM to someone who only has 2-3 posts?

How do I send a PM to someone who only has 2-3 posts?
DO you have to have a minium # of posts here in order to send over a PM?

no one can send /recieve pm's untill they have reached ten posts and the system/server has updated.

Recently updated to 15 posts & 15 days registration too.
