Ibiza 1.2 wont go over 3000 RPM 58mph cam sensor

Hi all, My 2005 05 1.2 seat wont rev over 3000rpm. The car starts after about 4-5 seconds of trying. once started it runs fine no missing or anything. The problem is i cant rev over 3000rpm in any gear. The engine light is NOT on so im guessing its not in limp mode. Plugging it into diagnostics it says error 16726 Camshaft Pos.Sensor Circ Low Input. I have checked wiring (the wiring was cut and joined back together with crimps). I have replaced the cam sensor with an aftermarket one but i still cant rev over 3000. I have been told it needs a new timing chain??Could it be timing chain or other fault. Obviously dont want to fork out £100s if its not the problem. Car has done just under 90k Any advice appreciated.

Wonder if the chain could have jumped a few teeth, hence valve timing awry? Did it do the timing chain 'death rattle' before? (Like BMC A series engines etc.)
