i have a seat ibiza 1.9tdi sportrider 2008 chassis 6l

i am looking at setting the anti hijack function. does this car require canbus interface to program.

No i'm pretty sure you could set up anti hi-jack without. its ran through k-line communication (the conveinience unit, address - 46). You could use an old vag 1551 to set this up and they are k-line i'm not sure about on vag-com.
