Looks like an extra bit to fall apart and clog up the oil to me

they are valid items on full on engines... the pictures show this one bolted up, but obviously the sump needs to bolt up on the same holes..

sealing the sump might be a little trickier.. and the fit would certainly have to be checked and pinned, not just relying on the bolt clearances to align it to the rotating parts (ewww)

the lower girdle eurospec sell combines block strengthening with a scraper of sorts.. and has proven to be tricky to install & seal
