MOT problems

Hey, my brother has just bought an Arosa and had it MOT tested and it failed because of this fault, I'm wondering if people know how much this should cost to get fixed.

Dip beam adjuster siezed, off centre. It's a bit to the right.

Any quick replies or suggestions would be much appreciated thanks!

wd-40 and keep trying to move it or new headlight

A shame they failed it. My Mark II failed on pretty much the same this year but the garage just fixed it there 'n' then and passed it for me....
