uhhh i checked with the dvla only two months ago when i was ordering some plates from Craigs Plates and it is not illegal to sell plates that are not road legal but when sold to the customer they MUST carry a label on the back stating that the plates are for "Signage and Off-road Use Only" and is NOT a number plate for use on an automobile on the roads in the UK.

so no they arent illegal to sell, but there is still the statutory disclaimer to cover their back, as it would be illegal for them to knowingly supply them as road "number plates"
