I'm not sure about your model but mine changes on the speed. Perfectly reasonable to be paranoid in your situation. But if I'm driving at 10 mph the steering wheel is pretty light. Then the faster I go the more it tightens up.
Test it out yourself in a car park or something.
Mine doesn't feel much different above 10mph either tbh. seems very similar no matter what speed. I've read about the different settings that you can change, but haven't got around to changing anything yet myself.
I have a 1.2TSI FR. There are some other threads about people changing/playing around with the steering feedback.

Check the power steering reservoir typically systems like this result from Low Fluid and from the sounds of it you're having issues with the pump running dry, normally the leak is internal on the rack and it fills the Tie rod gaiters up with fluid.
It's the fluid warming up, most VW's with electronic steering have this 'characteristic' my Ibiza had this when I owned it.
Could it improve with the original VW fluid or did you had the original fluid? The pump was replaced and I don't know if they used it.´
All I know is that it's G 004 000 M2 wich is the recomended specification

Edit: The electronic steering in cars is different however, just seems to effect the hydraulic steering
Oh sorry no I mean the hydraulic systems without the intervention of electronic assisted. Perhaps get a check up on the steering, I'm sure you've checked your tyre pressure..?You mean to say that it does affect the elctro-hidraulic sytems, right? Above you said only electronic and now the opposite.
