Thule 754 Footpack question

I've bought a 754 Footpack from eBay and it came with only 2 torque hex keys. Is this ok? or do I need another pair of torque keys to ensure it stays in place?

Yep that's right, torque key is only for tightening them up and loosening them off, they play no part in holding the rack on the car. I keep one inserted in each front foot, so I don't lose them and so I do have to walk round the car to get one
