Can anyone explain why when I first start the car in the mornings it only reads -10 until I rev it and it goes to -17?

Is it because when the engine is cold the idle air control valve opens and puts un metered air into the intake causing a lower reading?

Then when it stops engine revs drop and vaccum increases?
