VZ3 rear bumper panel gone, Theft?

VZ3 Formentor rear bumper
Is there supposed to be a panel here? See pic

Doorbell cam caught some miscreant mucking about under the rear bumper just before 10am this morning, should I be concerned?

Worried I might wake up to no parking and rear RADAR sensors, or even no bumper =;0o

It's a factory towbar cut out. They'd have to remove the bumper to get to the radars.

Usually they're just left open like the image

Completely normal

Nothing aside from potentially a parking sensor is accessible without removing the bumper

The radars and UHF receivers are tucked up behind out of the way
