I have a Leon 1.4 PHEV estate, and the ride seems harsh, with potholes especially vicious. I am considering changing to 17 inch wheels. Is this viable? A local wheel supplier says it can't be done, probably because of fouling the calipers.

What tyre pressures do you run?
My Ateca VZ has 'Standard' and 'Comfort' pressures, with the Comfort being 0.3bar lower. Makes a notable difference to the ride quality.
Added bonus is the tyres are more flexible and compliant, giving more grip when driving briskly.

The standard tyre pressure is higher pressure used to give better economy. What is now labeled as comfort pressure is what used to be normal so try running that. The type of tyre makes a big difference too. Tyres can ruin or make the ride and handling of a car. Both my wife's Leon and mine are on 18'' wheels and it's fine.
It's a 1.5 e-Hybrid 204ps V2, and I now realise it has 19-in wheels, not 18! Apparently 18in wheels are an option, so I guess they wll fit OK.
19 is too much. Had those on my Cupra, did not enjoy it. Every time you hit a pothole you thought you'd smashed a wheel.
