It could be relay 109, especially on older VAG diesel models, because a failing relay can cause intermittent starting issues. But if all the dash lights and glow plug light come on normally and the engine doesn’t even crank, I’d also check the starter motor, ignition switch, battery connections, or even the starter relay first. Relay 109 usually causes no glow plug light or sudden engine cut-outs. Since it starts fine after waiting a minute, it sounds more like an electrical connection or starter issue that’s sticking when cold.
