Etka is really only for dealers. It is possible to buy it, but its not cheap. Most of the time this only includes Audi and VW.
Elsa is available tho. Just do a google search for it. You get all the part numbers Etka has and updates too. I think its about £20 a month. You can also search by VIN number but not number plate. This includes Audi, VW, Seat and Skoda.
