No i just had to undo the bolt and it was enough to get it too fit and then tightening the bolt was enough to hold the ballast in place, it's not going anywhere now !!
Undoing those nuts and gives better access to the securing nut for the washer bottle just a case of undoing that a few turns and the ballast has enough room to sit in there nicely do the bolts up and your done !!
