I used a seller in the UK - To order a replacement set for Diane
shop ones.
Reason being the wiring became faulty on the Diane one (approx one year) and they wouldn't respond to emails to get a warranty swap out. So I thought rather than feck around for 2+ weeks, waiting for emails, waiting for shipping back to them, waititng for them to test etc. I'd just buy a new set and upgrade to 55w. Oh, and 55w is noticably brighter than the 35watt. Now it really is like driving around with a pair of mini suns in your headlights!
I got them for 60quid off ebay. from a UK seller, and it was next day delivery. As it happened one of the ballasts was faulty within a day of receiving, but he swapped it out and got a new one out with a 2 day turn around from send to receive. I was very impressed.

I said I'd recommend him on my forum at some point, and this seems like the opportunity.
In regards to the quality of the HIDs themselves. I wouldn't concern yourself with where you get them from. From my experience so far, they all appear absolutely identical, I'm positive they all come out of the same factory, and these ebay jobbies are clearly built to a budget, as I've heard many reported faults with them, myself having had 3 now so far with 3 sets of HIDs. So I think it's best to get from a UK seller purely so you're not waiting 4 weeks to get a replacement out.
