my old 2.0l 8v ran a 15.7 with the interior stripped out and just the drivers seat left in, I also had new toyo proxes t1-r's (off the line grip helped a lot!) and ran it with no MAF for the day

I know its not a mk2 i have, but its basically the same engine in mines as yours.
On my first outing at crail while trying to get used to the car, i ran a 17.05.
The last time i was up there i ran a 16.7 and thats been my fastest.
When running im usually changing at around 5.5-5.8 power starts to lack that high up. Also the weight of mines is around 100kgs heavier than a mk2. So without decent mods or serious weight reduction ill never see low 16
As for cams, i was looking into this too but couldnt find anywhere that would sell them for it. Although have heard about the 1.8 cams but never looked into it.
