I would guess that is with a petrol engine? and at another guess, the warm air is partially or wholly coming from a heat exchanger on the exhaust manifold - that's the only thing that could possibly warm up that quickly. Unless there is an electric heating element in the warm air system :blink:
 
My 1.4TDI is lifting off the bottom of the guage in the 3 miles it takes to get to the motorway. After that, within a couple of minutes, the guage is upto 90. The air out the vents is warming after just a couple of miles.

It warms up just as quick as my old corsa 1.2, and miles quicker than my old 1.8TD Escort!
 
Mine takes about 15 mins to get to 90 degrees. I've never heard my fan going on (although I probably wouldn't, over the racket of my engine).
