Fuel consumption depends much of tire size. On 16" You have 205/55/R16 tires, on 18" You will have to switch to 225/40/R18 so consumption will increase. Difference in tire width is more important than wheel weight in this case.
As I said before 11kg is OK for 18", If Your brother wants less he has to buy OZ Ultraleggeras (or something more expensive).

Exactly what I said at the start of this post, after all the time wasting asking about it, emailing Seat, etc they could have found out the weight themselves
