Fuel consumption depends much of tire size. On 16" You have 205/55/R16 tires, on 18" You will have to switch to 225/40/R18 so consumption will increase. Difference in tire width is more important than wheel weight in this case.
As I said before 11kg is OK for 18", If Your brother wants less he has to buy OZ Ultraleggeras (or something more expensive).

Exactly what I said at the start of this post, after all the time wasting asking about it, emailing Seat, etc they could have found out the weight themselves
Figure if he empties the ashtray and takes the air freshener out, it will compensate for the alteration in wheel weight?
Oh! just remembered, that won't alter unsprung weight
Use plastic valve caps...................sorted!
If weight of wheels is a big issue then try one of these, i think they weigh about 1kg each!
