If you fit OEM xenons does the self leveling work?? Is it as easy as changing the headlamp and bulb and adding ballast??

No, they won't self level.
Cars fitted with OE Xenons have ride-height sensors to continually adjust the headlamp (and no adjuster on the dashboard).
Cars that didn't have Xenons as standard have the manual adjuster on the dashboard (which apparently will control the Xenon height).

is the auto levelling system needed to make the xenons legal? What about ballasts? Do they need to be oem also? (Might get a pair of oem xenon headlights
