Power?? Steering

My power steering has started wheezing and being fairly ineffective.

How can I be sure it is the pump and not a seal in the rack?

you'll have a pool of fluid probably if a seal has gone, unless the gaiters are full

Mine isnt noisy and seems to work just fine, however i have the pool of fluid under the car and dripping from the pump, im hoping its just a jubillee clip that needs changing.
