sorry if this is a dumb question but why do you need to cut a hole in the headlight? do the bulbs not fit in or something?

Because he's fitting a HID conversion kit so you have to fit ballasts which go outside of the lights, you then have to cut a hole in the protective back plate to run the wres through which is then sealed with a grommet

No, you cut a hole in the plastic cover at the back of the headlight unit.

Is is for the wiring for the HID bulbs as they use ballasts to ignite them.

right, i've seen them after they fitted and forgot that you need to cut the back cover
