Trying to remember where this was actually a thing, think it was in Japan but not 100% sure. Discussed it with a friend some time back as we both had cars to work on and plenty of friends in the same position. Think we decided the insurance costs were prohibitive
There seem to be a couple of places in the UK that do it - one I've found in Oxfordshire called 'This is your garage' - but I think you're right about it being an insurance issue. I'm guessing there are all kinds of disclaimers you've got to sign and then you've got all kinds of things you need insurance cover for, from who's responsible for that snapped bolt in the exhaust manifold to getting crushed by a lift. That's bound to put casual people off - which leaves you with the enthusiasts who have made do with axle stands on their driveway and aren't that fussed about changing that.
I hate talking myself out of my own ideas.
