When Euro 6 was introduced - they had to declare the results with any extras fitted that could affect the emissions.

The 18" wheel option on the FR did put some cars up to the next tax band.

but isnt the default wheel size still 17. 18's always been an option on euro 5 & 6.

Yes correct - 17" is standard size for an FR

Euro 5 did not care what size wheels the car was tested with so the manufacturers would
use the smallest wheel/tyre combo that was fitted to that model.

Euro 6 cars have to declare the emissions with the standard fit wheels and also with the 18" wheels if they are ordered with the car.

The other thing to bear in mind is that the UK VED (car tax) bands are based on CO2 emissions - the limit for this is the same for passenger cars for Euro 5 and Euro 6 (0.5g/km). The limits differ between the two for Nitrogen Oxides - Euro 5 is 0.18 whereas Euro 6 is 0.08g/km. Maybe the Euro 6 compliant 2.0 TDI 184 PS engine had to sacrifice a little on the CO2 level to fall within the Nitrogen Oxides level allowed?
